Comparing that moment to the relationship between Spike and Rarity isn't a good comparison since we all know that's a completely one sided relationship.
That moment with Flash and Shimmer ended the exact same way with the moment when Flash saw Scitwi has in FG. Flash tried to strike up the conversation, they talked, then Flash friendzoned by the girl and Derpy came over to comfort him. I wouldn't be surprised if he became a "Brock" type Character like in Pokemon. A love struck guy that falls for girls too easily.
Again, Ishi has expressed repeatedly that he loves Shimmer and her character and will try his hardest to avoid her being shipped off. The only way she would be is if Hasbro demanded it but Hasbro seems to take a hands off approach with her and doesn't seem to put much of a focus on her and just lets Ishi do his thing with her.
I highly doubt we will see their relationship go beyond just friends. They appeared to be more of rebuilding bridges since tensions must have been high between them after their break up.
