B-but pony genealogy doesn't work like human genealogy, I mean if a unicorn and pegasus thigh slap and pop a crotch biscuit its either gonna be a unicorn or pegasus, there's no mixing between the 'races' therefore if a unicorn and a pegasus and unicorn fornicate and it's a unicorn baby its still 'pure' unicorn

I'm sure in the vast libraries owned by the unicorns of Canterlot, there are spells to control weather and grow food.
Twiggles turned a bird into an orange in season 1 and Sunset performed an amazing growth spell in her comic. I'm sure food wouldn't be a problem for them.
They just never developed spells for it since they never had the necessity for them since mud ponies and cloud niggers did it for them.
Give them time and I'm sure they will have some spells to do that.
If they can control time itself, they can control the weather.
