I'm under the impression that the farm at one point didn't have very good water pressure. This meant opening each single one would allow the water to get there. Then, as the pressure improved, she simply kept the prior ones open to prevent too much pressure to the farthest ones.

Regardless, she should had taken a step back and re-evaluated things to then realize that opening all of them at once would be the most efficient and effective way.
