However, as human beings we need freedom along with safety. We want society to be supportive, but not overbearing or outright oppressive. To that end we need to respect eachother's freedoms. We shouldn't mind other people's business as long as it isn't affecting us. When it's affecting us, then it becomes our business.
And as society is tied to our personal benefit, it's wellbeing is our personal business.

When the parents of a family with two kids die, they are replaced by their children. This way the population remains stable. Anything less and it decreases. Anything more and it increases. Hence the comment about the three children.
And you want these children to be productive members who will contribute to society rather than parasites who will burden it or criminals who will outright damage it. Hence the comment about being raised properly.
