His name is Blue Topaz.
It's made pretty clear that these are different kinds of dragons. They're feral. The plot of the book is that the dragons are migrating and won't leave the island because they're waiting for their eggs to hatch. So all of the ponies hug the eggs and then they hatch and leave. And a filly gets her cutie mark in dragon hatching.

Pretty much a story for toddlers. I would have to be mentally regressed to really enjoy it but as a story read to children before bed it is way better than Vogels books about Flurry.
