It's because we don't normally register that they're naked at all. When they have clothes on it highlights the fact and makes us think, "Oh yeah, they're mostly nude. Lewd."

Also Pones wearing shirts and/or socks with nothing else creates a sort of negative space that draws attention to everything that's not clothes, i.e. the rump.
