In general, a host should avoid wearing a bra while carrying. Normally if a passenger wants to exit they can just sort of fall out. Using the bra as an amplifier and Scootaloo's boobs as a focal point, she's actually able to grant quite a bit of height to Rumble. He's still rather short, but at least he's not doll-sized. Scootaloo's Scootaboobs also absorbed quite a bit of the spell - she won't need a magic bra to fit Rumble anymore.
