Applejack wrought havoc on Ponyville when she was exhausted and ruined a family reunion but was forgiven.
Fluttershy brought a parasprite to town but was never punished.
Rarity screwed with her friend's confidence, endangered herself and several Wonderbolts, and used dark magic to redesign Ponyville but was forgiven.
Twilight brainwashed everyone into loving a doll and got a stern talking to by Celestia.
Pinkie Pie overran the town with copies of herself but was forgiven.
Rainbow Dash destroyed the Cloudsdale weather factory but wasn't punished.

And I'm not saying this as a Glimmer apologist, because she definitely gets off to easy, I'm just wondering what degrees of offense warrant a character being punished. So far, the most punished characters seem to be Trixie, Spike, the Cutie Mark Crusaders, Rainbow Dash, and Princess Luna (self-punishing).

You forgot Lightning Dust as one of the punished characters, specially since she had one of the most severe punishments after she did literally nothing wrong.

It's not the fact that Starlight was never punished what annoys me. Honestly, I'd prefer that there weren't so many "punishments" in the show. But this inconsistency, this arbitrariness annoys the fuck out of me. We have characters punished over the stupidest things and then we have an episode where Starlight does something completely fucked up, she doesn't regret it, she doesn't have to fix the mess she created and she's only asked to "pretend" she's sorry (since, from what we see in the show, we can't know if she's actually sorry, the only thing that matters is that she says she is). Why?

And it's not like the current showrunners had decided to forget about punishments. We had literally a fucking rehash of MMDW, just to punish Rainbow Dash. So the show is as inconsistent as it's always been, except one of the characters that for some reason doesn't deserve to be punished is a fucking sociopath. The whole thing of crime-and-punishment has always been pretty fucked up, but now it's just completely insane.

When she was prattling on about how she could have done the spell better, I don't think that was her being a sociopath, I think that was her stalling and keeping herself from admitting to Twilight that she was terrified of failing friendship lessons. Terrified of failing lessons, where have we seen that before?

You say we can't know if she's sorry, but how is her being sorry different from other ponies who just said they were sorry and tried to fix the mess they made? A sad face and an apology is par for the course in being regretful in this show. They have to resolve the conflict by the end of the episode somehow.

The problem with this is, Twilight refers to the apologizing as a "friendship" lesson. Starlight didn't just apologized when she realized she had done something wrong to her "friends", she apologized when her teacher asked her to. The exact same excuse that made her mind-controlling game "justifiable" makes her apologies absolutely worthless, we have absolutely no way to know if she was sincere, because if she regretted nothing but still wanted to be a good student, she'd have done exactly the same.

So, either there's something really wrong with Starlight, or there's something really wrong with the show.

It's not the cool thing to do. She sucks because she is a sociopath and it has been shown that sociopaths can not be fixed. They can not be helped and will continue to see the world in their own distorted way of games, pawns, and kings. Twilight is a threat to Glimmer, so to get her way, she appeases Twilight by 'getting better' even through its been shown she does it just to please Twilight and not because she just wants to. She feels she has no way of taking out Twilight so she just rules underneath her while biding her time or waiting it out until she can leave again without suspision. She steals what little screne time and plot focus is left for the main characters specifically.
