As far as I have understood, Celestia asked to reform Discord so that Fluttershy would be his mentor and by being his friend, she could show him what friendship is like and how it is better than being evil. She is quite the opposite of Discord, thus the most appropriate character to show benefits of harmony to him. I don't know if they ever properly reform Discord though, since he has been fooling around with the mane six for a long while and has always been causing disharmony. I don't agree with the romantic interest, unless you consider Spike and Ember to have love relationship.
