The head canon between them is that they are siblings.
Shimmer is the older sister. She goes off to the school and does well. After a while, Sunburst also goes when he gets his mark as we see but he can never reach the high standards that his sister set when she became the top student and Celestias apprentice. This drove him insane as he worked himself insane trying to reach her levels of success but eventually had a breakdown from the stress. Once his sister left through the portal, he had a lot of the pressure off of him but his breakdown caused him to drop out of the school and become who he is today. Meeting Glimmer again has reinvigorated a bit of his old personality and he's now able to slowly piece himself back together.
