Head canon, Shim Sham is an orphan who was recognized for her magical potential at a young age. Celestia only meant to be a mentor figure, but Shimmer sees her as a mother figure, hence the similar cutie mark. She also never had any real interest in conquering Equestria for its own sake, she just had to prove (to Celestia, to herself) that she wasn't failure that had wasted her destiny. It's also the reason why she hasn't returned home yet, she can't bare to face her now after making such an ass out of herself.

I read an anonymous in equestria fic that was actually pretty fucking good.

In it their father essentially watched over Tartarus (the pony equivalent of hell) while their mother watched over Elysium (the pony equivalent of heaven).

Spoilers:

Anon ends up with Princess Luna and has two kids who eventually succeed the sisters on Equestria controlling the sun and the moon while Celestia takes the throne on Elysium and Luna and anon take the throne on Tartarus

They were place on that planet by higher beings to create the pony race. The sun is artificial and due to the strong magnetic properties of the planet naturally pulls it into a geostationary orbit so it has to be "raised" on a daily basis.
