That depends on what parts of the horn were damaged. If it's bandaged that means that enough of the horn was broken off to expose and damage the fleshy portion of it, causing severe nerve damage at the very least, at the worst it actually might not grow back. After all, your toes grow over the course of your whole life and they can even recover from damage to an extent (like losing some skin, cuts, grazes, bruises, etc) but if your toe gets cut off it's not going to grow back.

Unless you're trying to tell me that a unicorn's horn is essentially like a giant fingernail. However if that were the case and there was no blood or tissue damage then bandages wouldn't be needed.

Take a look at how hot horns can get when spellcasting, like Glimmers actually smoking and glowing. Horn tips seem to be "dead" while the base (shown bandaged in OP) is where the delicate stuff is. Painful, but not crippling and likely needing a bandage to keep any exposed spots sterile.
