I read one a long time ago about clone drones being sent to explore the multi verse and a defective/intelligent one being sent to equestria. I vaguely remember something about an implant in his brain rendered magic around him useless and a war council in canterlot to decide on a course of action for the approaching alian that is the main character. It was a good read but no clue on the name.
