I think it's because Starlight doesn't know about Zecora. And like >>28597998 said, Trixie and Discord know her, but not her powers (although Trixie might know she's a clever trickster from that episode with the Alicorn Amulet).

Not to mention, a very important fact: none of them know Zecora well enough to confirm she isn't a changeling. There should be something only two people know to confirm this, but none of them have had any significant events with Zecora. For all they know they're telling their plan to the enemy.
