If anything, it was meant to be a red herring to get the viewer on Sunset's side of suspicion that he was the one behind all the Gaia Everfree incidents. It also helped to focus on his character so the audience could sympathize with him more, since we already know who Twilight is. Whether the way he showed it was an attempt at humor or his way of flirting, she had no problems with it, so it either works with her or was just straight up script work (which it is either way).

The difference between him and Flash is that Flash had no story whatsoever. That they jumped so fast into romance with this new guy might mean we'll be seeing him again in the future.
