Zoomorphism only applies to human characters with animal traits added in.
For example there was a big argument because of some EqG "anthro" pic when someone said it wasn't anthro because it's a zoomorphic picture of a human character with animals traits like a muzzle.
Honestly, it depends on the context. In the context of the pic presented it is zoomorphism because the base character, EqG, are being animalized.

I like this train of thought but I would say that the base character is the pony who is then being attributed human traits. Whereas a human EG gains anthro traits when she partially transforms into a pony (ears, ponytail, wings, etc...).
