If I remember Madoka correctly :
"Witches" are magical girls whose powers run out / got killed / succumbed to despair. In any case, their souls got consumed (Kyubey's civilization extract energy from this event), leaving only a phylactery filled with despair, anguish, sorrow, madness and all that shit. Their only chance to survive is to feed on other people's soul, which is why they need to be put down fast.

Killing a witch allow a magical girl to vampirize what's left of energy in her phylactery, replenishing her own power. There isn't enough witches to keep all magical girls powered however, meaning that sooner or later most of them will also turn into witches - allowing Kyubey to recruit a new batch of girls to "save the world from this threat".

Basically, Kyubey trick cows into working in his slaughterhouse and make them craving steaks, up until they fall from exhaustion and get turned into meat.

I... suppose you could shape shift into an alicorn as a magical girl. Bear in mind most magical girls are not inherently benevolent, and can in their own right be quite sadistic, so you could accomplish your goals without becoming a witch. Your only obligation is to hunt witches (as a magical girl), while you can create as much strife as you deem fit. As a magical girl, you can also take on the form of an alicorn, but once you become a witch, which will happen sooner if you are lax with your duties, you become something different and effectively lose control over your soul. Because witches take various forms, it is not certain if you could take the form of an alicorn there, but consciousness as you know it will be gone.
