The who!e theme of the communist village ruled by a dictator forcing harmony without individuality was meant as a metaphor for how the magic of friendship and a ruler who was blind to anything but forcing harmony at all costs could create a dystopia. She was thematically just an anti Twilight. Even her colour scheme is inverted twilight, not to mention the obvious name similarity.
She was clearly never meant to be anything but a one shot, no more interesting or thought out than generic snow boarder pony or balloon pony.

Magic exists because the crown acts differently in alternate worlds, explained by Sunset and nobody knows shit about magic; the only one to even figure out how it works is Sunset and it took her half of RR and the whole of FG to do so

Everyone was brainwashed and people do discuss the magic shit in the last movie: Everyone clearly remembers the events of the first movie and gives Sunset shit over it and Luna understands that Sunset is a pony and asks her to keep magic away from the games

The elements have always been insta-kill one shot shit every single time they were used
