Yup, it's a pathfinder book. So, 6 seconds per round, making 20 ft/s the normal pace. Up to 40 ft/s if you use the turn action to double movement.

Well, normal pegasi are considered large creatures in the book. Little pone pegasi would be medium-sized, or maybe even small.
I think size differences would affect flying speed in-game, but don't quote me on that.
