They wanted a Sunset Shimmer character without canonising the EG series. Sine Sunset was popular, DHX thought that combining her aspect with Discord's ex-villain redemption arc will result in some superior and interesting character. But right now she's more boring than minor character. As a matter of fact, probably replacing her with Zecora or Cheerilee owuld have been better idea. Or Cheese Sandwich.

So far she's pretty much Sunset from Rainbow Rocks and beyond. Same manner of "normie" tier behavior along with the boring brooding over her "terrible past". Her only interesting part is that she's friends with Trixie and that's about it.
