Well Michael, the sexual maturity of actual horses is around 12-15 months, though it could take uo to 18 months for some.

I think that would translate to around 16 ish for ol' equestria.

Then again, maybe they have consent laws that vary on age, like if you're 16 or 17 you can have sex with 16-19 year olds, but have to wait until you're 18 to have access to past 19.
