Okay explain why it's one of the best episodes then. Here why it isn't.
The plot is boring and nothing really new, and the execution does it's job of making it entertaining but nothing memorable.
Rara is a nice character and it's great to get some backstory on AJ and one of her older friends, but besides that she again, fails to be interesting, to be fun like many other one shot ponies that the show had. She is very generic.
Which applies incredibly well to the villain. Again, he does his job, but he doesn't really change anything about the archetype he is. In any other show that has done this exact same plot, where you had a manipulative bastard acting nice with someone famous just to profit from them he isn't in any way different. He doesn't add anything new, he doesn't do anything different with this role.. It's really the most basic thing you can have this type of character do

then there are the songs. The first one the I'm a Countess one, is good. It's funny, it's incredibly silly, it's a joy to watch and listen, and the visuals really fucking help it.
Meanwhile the ending one is really just okay. It starts incredibly strong, pleasant to listen but halfway trough the change to the style of the song really hurts it a lot. And again those two parts are annoying as fuck and makes the song itself sound bad.

So, there, that's why it's not even close to the greatest episode in the show.
