"Grey area" characters like Spike and diamond dogs are tolerated. If a furry artist drew Spike or Ember or diamond dogs then yes it is 100% anthrofur content and therefore posting it is against the global rules.

It is not the content or the form which is being problematic. The goal is to stop furries from expanding their presence on 4chan and more important, on this community.

Again, it is grey area since it is official. I think in general users should pay more attention about the origin of the picture they save when it comes to anthro-ish characters. EQG has been ruled as OK. Undressed ponies standing up is OK. Ponies standing up with hooves but with a more, "human" anatomy, no breasts needed but clear features that makes ponies too sensual or sexy should be immediately banned.
Also when you see an artist on tumblr, check if he's got a background on either Furaffinity or Inkbunny, or E621. Warning: those are exclusively furry porn sites.
