Either. I've built a few, primarily just for stories in my head, just never bothered drawing them out. I only really regard one as my legitimate OC, though. The others are kind of...meh.

Drew her early 2011 in one of the earlier flockdraws that happened. I never saved the picture then and found a collection of the flockdraws a lot later on a random DA page. I dont remember exactly where it is now.

The only one I consider to be my real OC is Mass Motion. Synopsis as follows.
Body: Troubleshoes type, but a bigger chest. Tan coat, solid dark green mane, like pine needles.
Butt tattoo: Single wagon wheel kicking up dust.
Talent: He's a smuggler. Yeah, he's a criminal, so what? He picks up large quantities of X object, loads them onto a huge wagon, and gets them from point A to point B very fast, faster in fact, then the law deems fit. His name spawns from the fact that he can pull basically anything, evidenced by the story I did when he started a two ton load and got to full speed unassisted.
Don't hurt me for asking, but if any drawfriends are hanging around and have some spare time, maybe do up a sketch with the description above? I couldn't draw a circle with a stencil, but I've always wanted some visual evidence of my thoughts.

No pictures, but first. Horse Oc I made was a primate researcher and expert named bright eyes, second one a foreign language and old writing researcher named plain text. I reasoned horsey folk would be smart enough to realize they need a monkey-ologist and a weird speech broker on the case in all those human in equestria / anon in equestria stories.

Then again, most ponies act and think like 4 year olds playing " house and jobs"

I still use her for a lot of things, like humanising her for stuff like Pathfinder, or at one point Majin-ising her for Dragonball Xenoverse.
She's also sort of semi-tulpa, I guess, in that I always have a really damned strong idea of what she would do in a given situation, and what emotions she'd be feeling, I've got a number of characters, but Honey's the only one I know this well.
And I am pretty sure Twilight Sparkle is her waifu.

I've got a lot of resources (books, magazines, personal experience, a sibling in culinary school) and I didn't plan to get overly ambitious. I mean, salads and griffon scones aren't exactly labor intensive dishes. The only thing really stopping me is I don't think I could make the time for it.

I was so super in to customizing MS Paint bases back then. I made her to rip on self inserts while indulging in the fun of having a self insert at the same time. She was actually really fun to mess around with. Maybe I'll bring her back.
