I imagine that the pony horn is a bony protrusion from the skull that is covered in soft, spongy tissue. This tissue is highly innervated and has a rich blood supply. If you were to suck on it, it would feel rigid in your mouth (due to the underlying bone) but the outside would be soft and fleshy. It would also be quite warm and it might even throb as blood pulses through it.

The skin covering the bone would be highly sensitive, and any unicorn having her horn sucked would squirm and moan in pleasure as all those sensitive nerve endings are stimulated by your tongue and sucking lips. Care would have to be taken to gently hold her and stroke her mane so that she doesn't wriggle too much and accidentally knock your teeth out.
