It depends on the art style used, really. Like an anime or cartoon style would be really easy to paint over, and in fact I've done several edits like this for this thread, and they don't take long at all. If the person has a lineless painterly style though, you're probably fucked.

Also the guy said it was just a sketch commission, so that means you'd have to draw your own lines, your own color, your own shading, your own background. So as an "edit," it'd be pretty easy since you wouldn't need the layers if it's just a sketch but then it's sort of like, a brand new commission, but the guy probably needs to pay you as much as, if not more, than the original commission because you're doing more work. If a sketched commission takes me one hour of effort, then a completed one probably takes three to four. Sorry for run on sentences.
