Because she's constantly getting herself into trouble and needing to be rescued.
When shit is popping off, Shakti doesn't want to leave her home. So she takes little Karlman to go plant trees....in the middle of a battlefield. Yes, really.

She stays on Earth instead of going to space, but then sneaks onto the Reinforce, which is damaged, and jettisons out of the ship (she was wearing a normal suit). She's brought to Zanscare and it turns out she's the daughter of the Queen. Usso has to break into their home base/capital to save her, and almost gets executed while doing it.

Now that she's a princess, she wants to try and talk Zanscare out of doing bad stuff. Everyone tells her to cut it out, because they won't care what she has to say or thinks. She goes with them anyway, and to make a long story short, it's Shakti's fault that someone's mom dies.

Yet AGAIN, she gets the grand idea of going to Zanscare. She frees a Zanscare pilot they captured, and to make a long story short, she ends up having a husband and wife killing each other in battle.

Even Suzy has gotten the idea that Zanscare means business, but Shakti just does whatever the fuck she wants. Sure, she means well, but that doesn't really account for much when you get people killed doing it.

The last time? Because then it actually made sense, she was trying to save the lives of the people used to power angel halo and while she didn't save all of them, she did save most. And broke up angel halo in the process.
