Char is the closest thing to an actual UC protagonist. He has a large influence and presence in Origin, 0079, Zeta, and CCA - is in the background during ZZ, and depending on who you ask, is tangentially related to Victory. Bright on the other hand is just a good supporting character who is never the center of attention much. Char is also a dynamic character who changes over the course of UC.

Whether a character changes or not has absolutely no bearing on whether they're a protagonist or not, because protagonist does not and never has meant 'character who changes'. A protagonist is someone you primarily view the events of a show/story through the eyes of and/or the character who the story is about.

UC does not have a single protagonist because UC is not a single show; it's a collection of shows and movies,so it has multiple protagonists. Amuro is the protagonist of 0079 because we experience it in large part through his eyes and the story revolves around him. Same for Kamille in Zeta, Judau in ZZ, Seabook in F91 and Uso in Victory. The only time Char could possibly be classed as a protagonist is Char's Counterattack, and even then he's a dueteragonist alongside Amuro really, not a protagonist.

Even considering UC as a whole (which we shouldn't, since it was never made to be taken as a whole and be one character's story in the first place) he's not the protagonist, because UC as a whole is neither seen primarily through him, nor is it his story. His actions influence some of the shows, but they're unimportant to the rest.
