No, scientology is a full-blown cult. The financial scam part is a huge aspect of it due to the fact the higher-ups demand massive sums of money for themselves and the fact that it requires a huge level of administrative overhead to run (SeaOrg is not cheap) but the reason they're able to extract this money at all is because it is a cult.
