Kuuga is the all-rounder that most people would agree is the strongest overall Heisei show.
Fourze was literally designed to make people feel good after the '11 earthquakes and as such is a crowd pleaser despite its issues.
W is another series that's strong because of its well incorporated gimmicks and theming.

Worst Heisei are Wizard and Ghost. This isn't even a contest, they are far worse than the rest. The rest is up to debate, but those two are just bad.

The last two are mine and Fourze is my second favourite series.

Fourze isn't a "good" series because of a lot of problems behind the scenes BUT it falls into that same category of Kabuto and Den O as a fun series. The action is decent, the premise is nice, the humour is good and the characters are likeable and do have moments.

The lore and story are just an absolute mess but it is still an enjoyable show.

Nah, he was fucked over by a contract. I started with Den-O, and while it's great, I wouldn't really say it's a traditional rider show with how the imagin possess the protagonist. I'd personally start with W, Gaim, or Ex-Aid. OOOs has a lot of flaws in my opinon that might be hard to look past as a first time viewer.
