The context is that when Zeon forces entered Amuro's colony, there were actually a few Gundam Mobile Suits (like how there was more than one Ball, more than one Guncannon) and the test pilot took the Gundam out to do battle with Zeon forces.

You're thinking of the RX-78-1 prototype which was out for field testing when some Zakus showed up. They get wiped out but the explosion pulls the Gundam out into space and presumably it's gone for good.
I think the Local types are meant for deployment on Earth and this black one is supposed to be from the Doan's Island manga, which suggests it's definitely on Earth.
