Barely. Go Nagai made the original pitch, overall story line and many designs for characters/mecha/kaiju but like all the other DP-Toei series, the series itself is largely the work of the Toei writers and other staff. He had no involvement on an episode by episode basis which is why Devilman, Great Mazinger, Jeeg and the other "adaptions" were so radically different from their manga counterparts.

Not to mention that fact that Go Nagai had literally zero involvement with Gaiking past the original pitch because (((Toei))) wanted to save a few shekels.
