A Rider with powers based off of the moon. He'd be stronger on some days and weaker on others, depending on what stage the moon's in. His midseason would be similar to Stronger's Charge Up, where he has to release all the extra energy before he turns back to civvie form, otherwise he risks damaging his belt. His final would be a perfected version of his midseason.

Secondary is based off of the sun. His strength is more consistent on the daily, but he takes a dip in power in the evening. Final form allows him to go full strength in the evening, and it'd have something to do with eclipses.

I was pretty drunk when I came up with those.

As far as I'm aware, most of the tech focused Riders had some organization or individual to develop their tech and hand it over, and the more mystical Rider's either just got their stuff from magic, or in Wizard's case, had an old man make it for him. But I'm not an expert on all Rider casts.
