According to the ZZ's novelization, that was very much part of the purpose of the Puru's, outside of being perfect, loyal soldiers with loyalty only to Glemy.

With all of the Puru's at Glemys beck and call, along with the future offsprings of Zeons greatest politicans and Admirals all having children with said Puru's, Glemy in his later years would be able to exert complete and total control over his new Zeon. You are correct in regards to the Unicorn comment, every event from the Novel/OVA were not directly influenced by Tomino, which may not accurately reflect what he may have had in mind for those events.

However with that said, the novelizations creation following the TV airing of ZZ, much like the Zeta Novelization he had also penned, reflect much of what Tomino had in mind.

By all accounts though, I would love a translated copy of both Zeta and ZZ's novelizations to confirm most of these details. Both of these works have been shrouded in doubt for some years now, namely ZZ's which has had some details floating around for a while with no clarification or conformation. To this point...

Zeon Islam Arc in Novel: Confirmed to have happened, dubious to how it is handled in canon.

Glemy being the Son/Clone of Gihren: Confirmed to have happened, accepted within canon at this point.

Puru's being designed as officers wives and soldiers: Currently under dispute, though given how Glemy's character is revised to fit into the second arc of ZZ right off the bat in the novel, this is not to far from his character by that point.

Again, I find some of this stuff rather odd myself, though given some of the events in the MSG novelization, I don't find it to far off from Tomino's style.
