Honestly I liked the first movie more just because it's more similar to the OVAs. The second movie is still in the same universe as the OVA and first movie but it's pretty much a completely different style of movie. The director for the OVA and first two movies is the same person that does Ghost in the Shell and you can definitely see it in the second movie with its tone and more focus on being a political thriller.

Just finished downloading the Italian scans and was looking through them because the first two English volumes (the Viz scans) that I downloaded have some fucked up pages. The first volume is missing like 3 pages and has one duplicated and there was at least one instance of two pages in the wrong order in the second volume. I doubt that'll be a problem with the fan scans but it's still annoying. Online manga websites have them even worse.
Now to learn Italian.

So does the manga have a full plot? The original OVA and films never really had a plot. Just some shit that happened. The TV show and second OVA had SOME plot but it kind of never felt like it got fleshed out and finished. Does the manga go places? I love Patlabor, I really do. It just always felt like it was missing a little bit more in there, ya know?

I'm as far as the manga is in English right now and the plot seems to be that a labor company (which is a rival of Asuma's dad's company) is starting fights with the police and other people that use labors (including the military) to try and improve their labor design (and also trying to steal software). There's been very little deviation from this so far. Apparently the third movie takes its plot from an arc in the manga though, but swaps section 2 out for OC donut steal characters for most of it.
The manga also weaves in and out of following the anime. If you've watched the anime the story arc with the Griffon labor is the main storyline I'm talking about and it apparently stays around through the entire manga.

The manga and anime share some things but are mostly separate. The OVA and movies are one continuity but I don't really see any harm in watching them out of order if you for some reason want to. I haven't seen the third movie but the other two don't really have many references to each other or the OVA that would really cause any issues except that watching the OVA first gives you the origin story and introduces the characters better.
So just pick a continuity and watch the stuff in it, preferably following production order but like I said above, at least for the OVA and movies I don't think watching them out of order causes much issue.

You should have a grasp of the characters so shouldn't have a problem watching the movies. Even though the chronology is 1 > 3 > 2 you should probably watch 3 last since apparently (I haven't seen it) the characters from the rest of the series don't show up too much in it. 1 and 2 are mostly self contained, but there are circumstances in the second movie that show that it's obviously after the first movie and the OVA. The OVA is probably tonally closer to the anime than the movies are.

Kazunori Ito, who was apparently the main scenario writer for the anime and an original member of Headgear, is involved. And the animation studio is different, yeah, though from the article I'm reading the OVA and first movie, the anime and second OVA, the second movie, and the third movie were all done by separate animation studios so that's not a quality breaker really. I got my Japanese Patlabor volumes. They're smaller than I expected. I have some large-ish Dragonball volumes and was expecting around the same size but these are around the same size as standard American manga releases, but probably 100 or so pages thicker. I think they fill similar roles (though I think Takeo is higher rank). Takeo is just in the manga and anime while Kanuka is in the OVA and movies. Pretty sure the OVA came first so it's just another difference between the different entries in the series. I haven't watched the anime but apparently Kanuka is also in it while in the manga Kanuka doesn't seem to exist at all.

Kanuka does show up in the manga but isn't a patlabor pilot at all. She's a detective investigating Shaft Enterprises.
Hell, she shows up so little in the manga near the end, I keep on having to remind myself she ends up finding Takeo who ended up kidnapped by Richard Wong by accident near the end of the manga griffon arc.
