Hell, if anything they made the Q1 toy rush much more plot-relevant in Ghost and Ex-Aid than in prior shows other than OOO. Not to say Ghost's Q1 episodes were good, but the Eyecons had a lot more story relevance than Krim handing out random Shift Cars or Kouta picking up Q1 Lockseeds that he used maybe twice each.

I feel like W was a bit looser with this than later seasons since Shotaro and Philip generally had the same memories throughout the show with only two additional ones gained with a lot of padding and time in between. Out of those, Ryuki, Faiz, and Blade relied on collectible gimmicks that worked more like tools/toys as opposed to entirely new suits. Ryuki and Blade used cards while Faiz used modular weapons/gadgets. Basically, while they lack different utilitarian forms, they have a much wider variety of utility items. Ryuki, Hibiki, and Kabuto also had quite a few Riders and quite a few suits as it is while spending most of their budget on CG and filming locations, so they were logically spread pretty thin.

I guess with Ryuki the large number of Riders eliminated the need for that. Faiz is a big puzzle though. It seems to have a much smaller number of toys than usual.

Kabuto was another try at Ryuki's multi-Rider set up, but one that failed as far as seeling merchandising goes, which is why we didn't get another show with as many Riders until Gaim.

For those shows, it's because they up for it with multiple Riders who had their own toys associated with them.

Kuuga had 11 forms.
Ryuki had 13 Riders and two power-ups.
Faiz had 5 Rider with big arsenals and 2 power-ups.
Blade had 7 Riders with 4 power-ups.
Hibiki has too many Riders to keep track of and 2 power-ups.
Kabuto had 10 Riders with 2 forms each except for the Hopper brothers and 2 power-ups.

So in the end, they either even out with Kuuga or supass it completely. Gaim and Ex-Aid are pretty new concepts of fusing multiple forms with multiple Riders, which is likely the result of biggers budgets these newer shows get. Even then, Gaim and Ex-Aid themselves have fewer unique forms to them compared to somebody like Ghost or Build who have plenty of forms to themselves.
