I think he is on par with Shinji, Takumi, and Wataru. Shinji got the Survive card because he is a nice guy that refused to fight other Riders. Takumi got Accel because Kusaka can't use it, and Blaster was just handed to him. Wataru only need to be angry to get Emperor and it was Garuru and the others who create the control for Zanvat, forgot how he get Flight form though.

Kanzaki fucking hated Shinji because Shinji refused to fight, and that's not including the part where Shinji is literally a permanent gunk in Kanzaki's plans. The only reasons Kanzaki gave Shinji the Survive Rekka card were that Yui was in danger of being killed by Alternative and he thought it'd potentially motivate Shinji to actually tatakae instead of ruining everything.

It's been a while since I watched Ryuki, but I remember Tezuka saying Kanzaki gave him the Survive Shippu so he start fighting other Riders. The Alternative haven't been introduce yet so I always though Kanzaki gave Shinji the Survive Rekka for the same reason. Then again, Kanzaki should have known about the Alternatives' plan because of all the time reset.

Baseline Rider forms (like Growing form, Ryuki pre-contract, Plat form) are underrated IMO. The Ride-Players remind me of these more than they remind me of the Riotroopers, which is nice.
