As far as the wider galaxy knew Sound Force beat the Protodevlin as noted by what Liza said on Zola. The Protodevlin are mentioned as threats UN Spacy fought by Gilliam Agreat in VF-X2. The Protodevlin are known on Frontier as evidence by Klan mentioning it as she saw Ranka's song effect on the Vajra.

However the exact details seem to be classified going by Macross FB7. The Public doesn't know the Protodevlin wasn't destroyed nor were they space vampires. In Macross Delta Epsilon Foundation's Berger Stone seems to have access to classified and knows the Protodevlin were life draining monsters. He is also well versed in Songs effects on history drawing to a conclusion it was a Protoculture weapon.

And yes Earth's UN Spacy HQ did give a couple of suicidal orders to the Macross 7 fleet.
