I was waiting for this to happen, they were using another city's IP without permission and profiting off it. The show has just that bit of groundedness to it that I kind of knew this would happen in some way.
A lot of the things in the show has parts grounded in realism but maybe just dressed up for comedic purpose/to make it more palatable.
The stuff with Shirogane's grandfather and his own previous attempts at revitalizing the town not being successful and just, to some people, being a huge waste of money. Good intentions don't always bring good results, and if you're in a position of power your decisions affect thousands. "If it might not work, why take the risk in the first place?" is I think what they're showing a lot of mayors or municipalities in rural Japan think in regards to town revitalization.
Midorikawa's temple being in such dire straits economically that she would need to beg her friends for money because otherwise it's not sustainable -- the absolute state that Japanese temples are in because of dwindling populations and apathy. Ever seen Uchouten Kazoku? You know the Shrine area the Shimogamo tanuki live in? Parts of it is being bulldozed to make way for condos and apartment complexes because it's just not affordable to maintain.

The show has some nice toku references and cute parts to it, but there's an underlying sadness or tragedy to it. These girls are really just swimming against the currents of fate. Somethings are bigger than them, things they can't change. As fun as they might have being heroes, the truth is, sadly, that they won't be able to save their city.

What do yu expect? Shinto has been completely privatized and ownership atomized, they're basically a lose association of families that run temples. Those that can't earn enough shut their operations down.

You can't really stop it, especially so in Japan. It makes what these girls are doing, and also in other anime like Sakura Quest, that much more bittersweet.
