I'm sure CR would love to do it; they've said in the past that X and Orb performed well and ultra has been highly demanded. But there might be other circumstances. Toku has aired shows that haven't aired yet on CR, Amazon has an interest in Ultra. And in past years, CR has updated the back catalog of ultra a few times throughout the year. They haven't added anything since Orb.

Think about it like with Orb. In most cases with Orb's fusions, he generally retains his head/eye shape and body decorations like the silver bits around his Color Timer. Geed does the same thing. Every one of his forms we've seen so far retains his unique eyes and head shape.

They are still trying to follow the success of the Zero movie, which is particularly evident with the newest show's premise. Specials and movies having crossovers is pretty standard for kids tokusatsu franchises but Tsuburaya seems to believe making it an all-the-time thing is the best way to get results with Ultraman. Even if they do stop having heroes using the powers and forms of past Ultramen, I think we'll always have things like reoccurring mascot kaiju, specially since that's something Ultraman seems to have other over popular tokusatsu franchises.

It's more like King is behind everything, separating Belial from Rayblood. The only effective way is to blow it into pieces (and sacrifice a part of the universe), and pick the good DNA out of the bad ones. That way they can restore a good Ultraman, and reuse the bad DNA in the following new series to power up kaiju.

1) Belial was the first and so far only evil Ultraman. Even before that Rayblood fused with him, he was sorta evil.
