Final boss doesn't have to be connected to the protag. However, he is responsible for seducing Reccoa to the Titans side which really pissed Kamille off. Kamille also hated how he manipulated his newtype minions into risking their lives for him.

He's everything that Kamille's final cynical revelation about newtypes enveloped. He uses his powers only to incite war for his own purposes, exploiting others, and pretty much shows off how terrible humanity is even if they evolved and have the potential to instantly understand one another.

It was neat how he didn't push the idea that newtypes at their core weren't anything better than humans, and probably even worse.

He's a great foil to Kamille. Both extremely powerful newtypes and very autistic, but Kamille uses it for the forces of good which fucks him in life and in love, while Scirocco does the opposite and actually does pretty well for himself at the expense of others.

Kamille is like a Newtype that is all emotion while Scirocco is a Newtype dead to emotions.

This is one of the things A New Translation completely fucks up. The original conversation goes like this:

A New Translation cuts off after Kamille's growling (presumably because they didn't want to show Rosamia?), which makes the conversation come across as if Kamille is agreeing with Scirroco that the ghost power he's juicing on is actually useless in this case. It's an extraordinarily dumb change.

Kamille and Scirocco are thematically connected, as they both represent how Char's and his father's belief in Newtypes was based on a flawed premise.

Both Kamille and Scirocco are gifted Newtypes with talent for piloting and ability to design their own machines, which holds up with the belief that Newtypes are special.

But Kamille isn't wise and calm like Lalah, and his abilities only make him suffer more during battles, which leads to his comatose state at the end.

Scirocco had all the wisdom and control over his emotions, but he was a sinister manipulator who was using his powers to manipulate and hurt people.

In the end, people becoming Newtypes won't bring salvation to the mankind. In the end, they are still humans - they can be flawed, or downright evil.

But Char couldn't accept that.
