Just from the anime alone, I don't think there's actually enough information to create a proper bracket.

well here's the problem
The first part of the Tournament is a free for all were people go to countries and beat the hell out of each other and try to survive till the finals. Basically it's the period were gundam fighters are hunting each other to eliminate the competition. Think of this as the prelims or qualifiers.

The second part of the tournament is the finals which are in Hong Kong since Neo Hong Kong won the last one. Here's the next problem. Wong (the leader of Neo Hong Kong) would work on the fly and actively fuck with matches for a better show. Major examples being when he rigged the fights so domon was facing the shuffle alliance in order, or when he decided to Allenby-Domon Tag team match. There's obviously no tangible bracket.

Finally the you the true grand finale. A battle royal of the people who survived the first two parts.
