As for why Kira didn't ask, he probably just thought to ask Talia first, and then Rey ran over towards Talia to join her. Nothing over-complicated about it.

He was trying to talk him into standing down, same as he tried with Lunamaria. Yeah, high chance is they rushed the final battle. Both the Destiny and Edge manga did a better final fight than the anime. Shinn still lose, but at least it's not as humiliating like in the anime, he even manage to crash the IJ into the moon in the manga.

It can, of course, manage admirably, but it lacks the kind of weaponry needed to excel in that role. Rau was actually a beast, possibly the best pilot in all of CE and had to be taken down when his meds were expiring and his entire body was melting from the inside.
