Votoms was not originally a manga. It was just normal back them, and is still kinda normal today, to an anime original to have a manga adaptation series published during their runtime.

Never read or seen the votoms manga, and I think that just one volume was published in english by CPM, which and you can find it in amazon. Votoms viewers guideby Tim Eldred has this (pic) to say about the manga adaptaion, if this helps your curiosity.

No one really knows, the novel version of First Red Shoulder/Roots of Treachery was never translated, and since /m/ novels usually don't get scanlated (especially the ones for Votoms in general), it never will be.
