I wouldn't rule it out, but don't expect it immediately, I figure PA Works is going to do a few other shows before getting back to it. There was nearly 4 years between Uchouten Kazoku and the sequel that's airing now, so there might be a similar timeframe between Kuromukuro and its possible sequel.

Uchouten Kazoku was an excellent series though, while Kuromukuro was passable at best.

We didn't even get any toys out of it.

Only mecha that get actual proper toys these days are the big franchises, nothing else.
