Because it's what made Oshii's movie so "iconic": the solemn and austere tone.

The creators of SAC clearly are aware that this isn't how things are meant to be, though, hence the tachikomas, but the silliness feels a bit like an afterthought they forced back in their product after realizing that they wouldn't be able to make it as majestic and grandiose as Oshii's movie.

And to be fair there were many uptight and serious scenes in the manga, but they usually involved cartoonishly-drawn old men with goofy faces, so it was a bit more fun to look at.

Problem is that Motoko doesn't have any feelings for those either. She feels emotionally stunted, not interested in people, just in some vague internet phenomenons and phantasmic ideas of transhumanism. Besides the expensive good looks, there is really not much there inside to like, she's kind of a weird asocial otaku incompatible with other people, partnership/friendship/love.

This. IIRC in the original manga she was dating a guy from Section 1 and she was a lot more informal with the other members of Section 9.

The 95 movie started the meme about her being emotionally distant and introspective.

Actually not really - it didn't seem she was very attached and it all kind of looked like she was just fleetingly hanging out with him for a while, without some meaningful bond (remember how the chapter goes and ends).

Her relationships/friendships seem to be shallow like this, which perfectly matches with how she is totally okay to disappear from the lifes of everybody close to her at Section 9 and when she crashes into them back in 1.5, it means nothing to her and there is barely any sentiment over a reunion - she seem to only be interested in getting paid/getting her particular job/plan done, being "pro" and exploring that cyber/ghost stuff... that she probably thinks will give her some fullfillment or maybe she just sees it as hunt/adrenaline surrogate. She's rather male actually.

If you contrast it with Batou, who is glad to see her and always wanted to be friends or more - Batou has normal human emotions and interest in other people/companionship.

I gotta say that Shirow writes his cool heroines like this generally - from Black Magic over Appleseed to Orion and GitS. Deunan has Briareos but her personality actually doesn't really match that well, she's not much different from Major.

I'd say the only exception is really Leona. She also has that "action/power pro" direction, but it's luckilly tempered by her being a bit more goofy, less perfect and more human in her feelings and contacts with other people. The comedic clashes with her bosses/other poeple help there a lot, so she looks more normal even if she doesn't have much actually friendly relation interactions shown.

Seems like Shirow is generally like that, having cool action pros that are a however a bit shallow emotionally/personally even if they have intellect and all.

She does get mad at Batou (and nearly fractures his skull) when he points out to her that she's never been in a stable relationship before, though. So clearly she used to care about that. It's only after she got mindfucked by 2501 that she becomes really edgy and antisocial.

And I strongly disagree about all of Shirow's heroins being as socially superficial as Motoko: Deunan has Briareos (and I don't know what you mean by "her personality doesn't match) but she also has Hitomi and a lot of friends. And Seska is all about her boyfriend Ronnel. They both manage to settle down and have a steady social life

So Motoko is clearly more of a social butterfly who just can't settle down even when she tries, but she definitely isn't an autismo like in SAC and the movies.
