Honestly, it doesn't seem to be all that 'popular'. If anything, it's fairly well-regarded - but always quickly forgotten.
I mean, we've gotten next to no shitposting or discussion about it in recent memory - and even shows a lot of people appear to dislike around here (IBO, SEED Destiny, Code Geass, etc.) get mentioned far more frequently.
In my opinion, it was solid, and had a great driving premise.
Big O is anything, but popular.
It is amazing show, that deserves as much recognition as EVA.
It's sad, that people tend to dismiss season two its outstanding narrative.

Sometimes, yeah that is true. You can say that Big O and giant enemies were there just to make some episodes /m/ relevant. But it doesn't distract the whole plot because as I've said before, it's a detective noir story with mecha element (with more focus on the former).

It's a solid show that spirals out of control. I like its film noir style and its big lumbering mecha. It's not a masterpiece but it's neat.
