I think there was a novel at properly fleshed out the story, maybe theres a miniscule chance of that getting a The Origin/0083 Rebellion style manga

Slim to none. Late UC gets no love from the nips. Though, there's a better chance for F91 than Victory, that's for sure. We might actually get a bit lucky if this Twilight Axis thing does well since there's a little bit of a plot bridge from the end of Early UC into Late UC. Don't get your hopes up or anything.

The gist of it is that Sunrise commissioned a new work but never informed the staff of what it would be (TV animation or movie), leaving them in production for months with no clear idea of what they were making. The staff eventually assumed a TV animation just in case, since that requires more production work and Sunrise finally decided that it was just a movie in the end. It works out much the same, but no-one views it as a cancelled or repurposed show.

Regardless, Sunrise don't really do remakes. The only Gundam one ever done is The Origin, which is only kind of a remake, and both 0079 and The Origin manga were a hell of a lot more popular than F91 ever was. Unless someone starts buying up F91 Blu Rays by the thousands Sunrise have no reason to think about remaking it.

I don't think that the designs being unpopular was the issue. I think it being rushed and being a one-off movie was. And I think it suffered a bit from competition. 0083 was ongoing at the same time and it was rather popular. Bandai realized that Gundam's popularity wasn't with Tomino but was with Zeon. Japan doesn't seem that interested in the Universal Century outside of the context Zeon. Crossbone Gundam is probably the only exception.

On the topic of Crossbone, I think F91 could be made into a fully fledged series if it's paired with Crossbone Gundam as a two split season deal. But that would depend on the level of Tomino's involvement. If he's still alive it likely will not happen since he's seemingly more interested in seeing Gundam ended. If he has passed away, I think there's a better chance of this happening.

I think all the events of the movie could've naturally been done with some tweaking in story and fixing in pacing.

My problem is that right after the unique chaotic, brutal opening, the movie doesn't continue this.approach.

Instead, after a few minutes of Gundam fighting, a rando pilot says "Oh I bet you're a new type!" (fucking screamed at that moment) and follows that approach

All that tension and adrenaline I had goes down the drain. It then becomes a bunch of battles (except a few) I have no real connection/feeling to until the end (also a complaint I have of the OG trilogy)
