Depends. If we consider all his works then one of the worst is certainly Brain Power. There are 2 problems with this show : first the animation is really awful (think IBO levels of quality) and second the story doesn't fit not by a long shot in 25 episodes. There are just too many WTF moments even for a Tomino show that it ends up bordering on the "this anime is fucking stupid" side of storytelling. It's kind of a pity and a wasted opportunity because the concept is intriguing if nothing else.

If we restrict his worst work to Gundam shows the answer is easy peasy : Zeta Gundam and Victory. Both shows have way way way stupid characters, and one decent main character is not enough to make Victory good. As for Zeta, the artwork is nice but the characters are fucking idiots. All of them which is a first even for a Tomino show.

Tomino has no 'worst' show, each has their own merits and at the lower end it's purely a matter of preference

Inarguably however, his best works are Zeta, followed by MSG and G-Reco, then Victory and Turn A, then CCA, Ideon and maybe King Gainer.
My words are truth and cannot be denied by those who have seen beyond the time.

Probably Brain Powerd, but even then I enjoyed that show.
It probably goes without saying that "worst=/=bad"
