Tetsujin was a sad story, but compared to literally everyone else in that chart, Shotaro had it easy. All that happened to him wasthe robot that he was afraid of to begin with anyway blew up and one of his friends (that also started off as an enemy) faked his death in front of Shotaro without Shotaro finding out afterwards
Daisaku didn't suffer jack shit except for watching his father die in front of him, which makes him a standard mecha protagonist. The manga version written by Yokoyama didn't even have to endure that, he was just some upbeat kid who got captured by Big Fire and happened to gain control of Giant Robo on his way out

The people above Shinji on the y-axis did things like fight a war that was ultimately pointless because of sabotage by their own allies alongside their hero dying in vain, watch all their best friends get implanted with human bombs and used as weapons against them, accidentally blow up their home planet, be forced to kill their own family members and so on. Shinji's "suffering" was mostly just him going through a psychological breakdown; he didn't have to live with anything like that.

His suffering level isn't wrong, but he's definitely too on the far right extreme respect to deserving. By standard morals one deserves suffering by either karma or atonement (either you were a source of suffering for others, or you are responsible for the source of your own suffering), neither of those are proportionally true for shinji. And i donĀ“t like Shinji at all, but being a spineless faggot doesn't mean you deserve to be tortured by forces far beyond your control, at most he should be at 30 in that scale, considering guys from 40 onwards have actually killed people on their own will.

Shinji killed Kaworu, who he very much did view as a person. Hell, for all intents and purposes Kaworu might as well have been human considering humans are also apparently Angels in Eva lore
And Shinji certainly was responsible for his own suffering as well as the suffering of some others (his indecisive behaviors regarding Gendo and Asuka, for example, and how he refused to fight against Unit-03 even though he probably would have done less damage to Toji than the dummy plug). Maybe he's not more deserving than Lelouch, but if he's not, it's a matter of moral luck. Given a different situation, his complete disregard for anyone's feelings (including his own), utter indecisiveness and lack of any goal in mind could have caused far more damage as compared to a guy who had a goal in mind and did his best to accomplish it with minimal casualties given what he had.
These kind of character traits are more important than the actual results of their actions in determining deservedness. I mean, you didn't argue against Sandman at all, but if anyone's disproportionately to the right of the chart, it's him. The guy is a 100% good, morally upstanding person. Thing is, he blew up a planet. By complete accident, mind you. But the scale of that fuckup was so huge that you can't help but want to say that he brought it on himself. So this is what I mean when I say that bad luck can cloud perception.
It's the age old question of a responsible truck driver that checks his engine, gets his lights working, positions his mirrors correctly, and then ran over a little girl than jumped onto the road at a bad time vs the driver who didn't check jack shit but gets to his destination without incident. We prosecute the former and ignore the latter. Is that right?
